Assessor's Office Updates General Assistance Senior Services Food Pantry Transportation Supervior's Message A Message from Supervisor Calvin Jordan Dear Rich Township Residents, Rich Township remains committed to ensuring our residents have access to essential food resources while also strengthening community engagement and opportunity. Due to recent federal updates to the Supplemental Nutrition Assistance Program (SNAP) , certain adult participants may now be required to meet monthly work or service requirements to continue receiving benefits. Specifically, some SNAP recipients between the ages of 18 and 64 , who do not have a dependent child under age 14 and who are not otherwise exempt, must complete at least 80 hours per month of qualifying work activity. These hours may be fulfilled through employment, job training, education programs, or approved volunteer service . The Rich Township Food Pantry will serve as a local volunteer option where eligible SNAP participants can complete their required 80 hours of service while directly supporting neighbors and families within our community. Volunteer activities may include assisting with food distribution, organizing inventory, client support, and other essential pantry operations. This approach creates a shared benefit: · SNAP participants can meet program requirements close to home · The Food Pantry gains critical volunteer support to expand and improve services · Rich Township strengthens community involvement and mutual support We encourage eligible residents to consider volunteering at the Rich Township Food Pantry as a meaningful way to remain compliant with SNAP requirements while giving back to the community that supports them. Our mission is to provide enriching experiences that promote wellness, connection, and active community engagement. The Senior Center is a vibrant and welcoming space where older adults can socialize, build friendships, and take part in programs designed to enhance their quality of life. Our offerings include classes in Tai Chi, Zumba, Flexercise, arts and crafts, wellness workshops, and much more. We also organize fun and memorable trips to popular destinations such as City Winery, Jazzin' at the Shed, the Illinois State Fair, and other exciting locations. Extend-a-meal Program The Rich Township Senior Center’s Extend-a-Meal Program offers homebound seniors a nutritious, hot meal delivered directly to their door. Meals are provided Monday through Friday, or on selected days, by our caring senior volunteers. Podiatry Podiatry services are offered on the 1st Friday of each month, provided by a licensed Podiatrist. Enjoy this convenient service to address your foot health needs. Steven R. Burris Trustee Steven R. Burris was born into a family where he learned the value of civic responsibility from his uncle, Former U.S. Senator Roland Burris. He attended Eastern Illinois University and received a B.S. in Finance and earned a MBA degree from Lewis University, majoring in Finance. He is also certified to sit for the CPA exam. He has lived in Country Club Hills for over 30 years and Steven's experience and commitment to public service began as a staff member for his uncle where he served for many years. The town board is the legislative branch of township government, which establishes policy for the township to follow. Policies established by the town board are generally carried out by the supervisor and clerk in their capacities as administrators. The town board may not establish policies for either the township assessor or the highway commissioner. The township trustees are responsible for certifying tax levies for the township and road district. In the case of the road district, the amount of the levy is to be determined by highway commissioner. The town board of trustees is also responsible for adopting the annual budget and appropriation ordinance for the town, general assistance, and road and bridge funds. The trustees are also responsible for approving all town expense and auditing bills submitted for payment by the highway commissioner. The trustees have an obligation to approve all legally incurred bills to the extent that there is an appropriation for the expenditure. Conversely, the trustees have an obligation to reject for payment, all bills, including those for the road district that are not legally incurred debts.

Dennis A. White, Esq Highway Commissioner Dennis A. White is an accomplished attorney and business professional. He received his B.S. in mechanical engineering from the University of Illinois in 1988, his J.D. from Northwestern University Law School in 1994, and his M.B.A. from the University of Chicago Business School in 1996. Commissioner White began his legal career in 1994 as a staff attorney in Washington, D.C., then subsequently for General Motors Corporation in Detroit, Michigan, after almost ten years he returned home to Chicago and joined the Chicago office of Holland & Knight, LLP Law Firm as Senior Counsel. Thereafter, Commissioner White accepted a position as the Chief Attorney of a special purpose unit of local government. Notwithstanding the professional endeavors described above, community service is a huge part of Commissioner White’s life. He currently is a member of the Board of Directors of the South Side Branch of the YMCA of Metropolitan Chicago; a member of the Business Leadership Council; and a proud member of Omega Psi Phi Fraternity, Inc. Sam A. Brown, CIAO Assessor Sam A. Brown assumed the role of Rich Township Assessor at the beginning of 2018. Prior to 2018, Sam served as a Property Tax Appeals Analyst and Hearing Officer for the Cook County Board of Review for 11 years. During this time Sam had the privilege of assisting thousands of Cook County residential property tax payers achieve fair and equitable property tax assessments via the appeals process. In the role of Assessor, Sam’s efforts focus on serving the residents of Rich Township by helping to ensure fair and equitable property assessments are achieved through the appeals process, and assisting residents in obtaining any homeowner/senior/disabled or other exemptions for which they are eligible to receive. Sam is a Certified Illinois Assessing Officer (CIAO), a requirement for becoming a Township Assessor. While the viability of the continued role of township government has been questioned recently, those who work with townships and receive services from them have no doubt about their importance. Townships perform three mandatory functions: administering a general assistance program to qualifying residents, maintaining township road district highways and bridges, and appraising property values in all counties other than Cook County. Townships also are given a variety of statutory responsibilities which are somewhat lesser known, but equally important. For example, they may, among other services, provide senior services, conduct youth programs, appoint fire district trustees, and maintain cemeteries; additionally, township trustees serve as the township’s official “fence viewers.” Townships have been given various powers which they may exercise depending upon the needs of their constituents and the activism of their officials. Each township has the corporate capacity to exercise the powers expressly granted to it, pr those necessary implied from these express grants, and no others. 60 ILCS 1/85-10. See also Grassini v. DuPage Tp., 279 Ill. App. 3d 614, 665 N.E.2d 860 (3d Dist. 1996) (holding that a township may exercise only those powers conferred upon it by statute). This limitation is called the “Dillon’s Rule” and affects all Illinois governments except home rule municipalities and counties. Like other non-home rule units, townships have no inherent powers, but only those granted to them by the constitution or authorized by statute. Diversified Computer Services, Inc. v. Town of York, 104 Ill. App. 3d 852, 433 N.E.2d 726 (2d Dist. 1982). Prior to engaging in any act, therefore, a township must make sure that it possesses the authority to engage in such an act. Townships are conferred their powers through the Illinois Township Code (60 ILCS 1/1 et. seq.), the 1970 Illinois Constitution and through various other statutory and common laws. Special statutory sections govern the powers and the functions of township officers. Townships exercise their various powers through either the corporate authorities of the township (the electors) or the township board. Township Powers A township may sue and be sued. A township may purchase any real estate or personal property for public purposes by the use of installment contracts providing for payment over a period of not more than 20 years for real estate and not more than 10 years for personal property. A township may construct a town hall under an installment contract providing for payment over a period of not more than 20 years. A township may make all contracts necessary in the exercise of township powers. A township may expend or contract for the expenditure of any federal funds it is given for any purpose for which a township can expend tax revenues. A township may acquire land or any interest in land located within its township limits. It may acquire the land or interest by gift, purchase, or otherwise, but not by condemnation, except in special instances when townships are expressly given the power of condemnation, such as to acquire parks, open space, or cemeteries. A township may also acquire (by purchase, gift or legacy) and hold personal property, and may sell and convey that property. A township may improve land for industrial or commercial purposes and may donate and convey improved land or interest in land to the Illinois Finance Authority. A township may receive funds under the federal Housing and Community Development Act of 1974 and may expend or contract for the expenditure of those funds and other township funds for certain specified activities. A township may establish reasonable fees for recreation and instructional programs sponsored by the township. A township may borrow money (i) from any bank or financial institution if the money is to be repaid within 10 years from the time it is borrowed, or (ii) with the approval of the highway commissioner, from a township road district fund, if the money is to be repaid within one year from the time it is borrowed. Clerk Arlene Al-Amin is a hands-on elected official that participates and is available to all in her Rich Township Community. Clerk Al-Amin has a passion for inclusiveness, and for all to reach their full potential, so she works tirelessly by being involved in multiple initiatives. Clerk Al-Amin also takes pride in having a strong, committed, and consistent team as her appointed Deputy Clerk, Devon Taylor, helps her facilitate the Clerk’s Department as well as other projects.
