Assessor's Office Updates General Assistance Senior Services Food Pantry Transportation Supervior's Message A Message from Supervisor Calvin Jordan Dear Rich Township Residents, Rich Township remains committed to ensuring our residents have access to essential food resources while also strengthening community engagement and opportunity. Due to recent federal updates to the Supplemental Nutrition Assistance Program (SNAP) , certain adult participants may now be required to meet monthly work or service requirements to continue receiving benefits. Specifically, some SNAP recipients between the ages of 18 and 64 , who do not have a dependent child under age 14 and who are not otherwise exempt, must complete at least 80 hours per month of qualifying work activity. These hours may be fulfilled through employment, job training, education programs, or approved volunteer service . The Rich Township Food Pantry will serve as a local volunteer option where eligible SNAP participants can complete their required 80 hours of service while directly supporting neighbors and families within our community. Volunteer activities may include assisting with food distribution, organizing inventory, client support, and other essential pantry operations. This approach creates a shared benefit: · SNAP participants can meet program requirements close to home · The Food Pantry gains critical volunteer support to expand and improve services · Rich Township strengthens community involvement and mutual support We encourage eligible residents to consider volunteering at the Rich Township Food Pantry as a meaningful way to remain compliant with SNAP requirements while giving back to the community that supports them. Sam A. Brown, CIAO Assessor Sam A. Brown assumed the role of Rich Township Assessor at the beginning of 2018. Prior to 2018, Sam served as a Property Tax Appeals Analyst and Hearing Officer for the Cook County Board of Review for 11 years. During this time Sam had the privilege of assisting thousands of Cook County residential property tax payers achieve fair and equitable property tax assessments via the appeals process. In the role of Assessor, Sam’s efforts focus on serving the residents of Rich Township by helping to ensure fair and equitable property assessments are achieved through the appeals process, and assisting residents in obtaining any homeowner/senior/disabled or other exemptions for which they are eligible to receive. Sam is a Certified Illinois Assessing Officer (CIAO), a requirement for becoming a Township Assessor. In addition, he has lived with his family in the Village of Matteson (Rich Township) for the past 35 years where he also served as a Village Trustee for 15 years. The Supervisor serves as supervisor of general assistance and chairman of the Township Board of Trustees and oversees all the programs and services offered by the township except those of the Road District and Assessor's Office. Unlike a Mayor or Village Board President, the Supervisor may vote on all matters before the township board. Generally speaking, other chief executive government officers may vote only to break a tie. In this regard, the Supervisor serves as a Trustee and may make or second motions, participate in all legislative discussions, and should exercise voting power on all issues before the board. In accordance with 60 ILCS 1/70-15 , the Supervisor has numerous financial reporting responsibilities, is the Treasurer of all Township funds, and is the Ex-Officio Treasurer of the Road and Bridge funds. The Supervisor maintains sole jurisdiction over the general assistance office and may employ necessary workers without prior approval of the Township Board of Trustees. Salaries must be appropriated by ordinance from the general assistance budget. In administering the Township’s general assistance programs, the Supervisor adheres to standards approved by the Illinois Department of Human Services and local Township General Assistance requirements as adopted by the Township Board. Direct (708) 748- 6722 ext. 5917 CHerron@richtownship.org Responsibilities of the Board of Trustees The Township Board consists of five members: the Supervisor as chairman, and four other members, each of whom has one vote. The town board is the legislative branch of township government, which establishes policy for the township to follow. Policies established by the town board are generally carried out by the supervisor and clerk in their capacities as administrators. The town board may not establish policies for either the township assessor or the highway commissioner. The township trustees are responsible for certifying tax levies for the township and road district. In the case of the road district, the amount of the levy is to be determined by highway commissioner. The town board of trustees is also responsible for adopting the annual budget and appropriation ordinance for the town, general assistance, and road and bridge funds. The trustees are also responsible for approving all town expense and auditing bills submitted for payment by the highway commissioner. The trustees have an obligation to approve all legally incurred bills to the extent that there is an appropriation for the expenditure. Conversely, the trustees have an obligation to reject for payment, all bills, including those for the road district that are not legally incurred debts.

This exemption provides homeowners with an expanded Homeowner Exemption with no maximum exemption amount. In addition to meeting income and residency requirements, applicants must also have a significant assessment increase that exceeds the maximum amounts set by the state legislature. Applications will be mailed directly to potentially eligible homeowners. Automatic Renewal: No, this exemption must be filed annually. Due Date: Applications will be mailed to potentially eligible homeowners in the Spring . Home Improvement Exemption Allows homeowners to add improvements to their home that add to its value (for example, by increasing the building’s square footage, or repairing after structural flood damage) without being taxed on up to $75,000 of the added valu e for up to four years. Automatic Renewal: Yes. This exemption lasts up to four years. Application Due Date: No application is required. Our office automatically applies this exemption to eligible properties. *Please Note: Equalized Assessed Value (EAV) is not the amount of your taxes. The EAV is the taxed value of the property. What office should I call? 1st Installment Tax Bill Was Due: March 1, 2025 Taxpayers should note that first installment tax bills will not reflect homeowner, senior citizen, or other exemptions, nor will they reflect the impact of successful assessment appeals. Exemptions and successful appeals will instead appear on second installment bills, along with the effect of changes in the tax levies of local governments and changes to the tax rate and state equalizer. Total tax bills for the year will be calculated at the time the second installment tax bills are issued. The amount due on the second installment will be the total annual tax bill for each property, less the first installment payment. Second installment tax bills are generally mailed out at the end of June with a due date in early August. Applicable exemptions are NEVER reflected on the 1 st Installment Tax Bill, only the 2nd Installment Tax Bill. The 1st Installment Tax is calculated at 55% of the total tax bill for the previous tax year. Property owners who do not have mortgage companies paying their taxes can make tax payments in person, by mail, or online at the Cook County Treasurer's website; www.cookcountytreasurer.com . Those wishing to pay in person can do so at the Cook County Treasurer's downtown office at 118 N. Clark Street and at any Chase Bank in the Chicago area. If money for property taxes is paid into an escrow account with a taxpayer's mortgage company, the financial institution should receive the tax bill electronically, even if the taxpayer also receives a copy of the bill. Taxpayers with property tax escrows held by their mortgage companies should not pay property taxes on their own, as this may result in a double payment of taxes. But taxpayers with mortgage escrows should check the Cook County Treasurer's website to verify that their mortgage companies have paid the taxes. Assessor's Office Updates 2025 Property Tax Appeals The Rich Township Assessor’s Office is open for the 2025 Cook County Board of Review Appeals until February 18th; however, we will only be accepting appointments in our office until Monday, February 16th . You also have the option of filing online with the Cook County Board of Review: www.cookcountyboardofreview.com (If you pre-filed with the Board of Review in our office or at an Outreach Event, there is no need to schedule an appointment.) 2025 Property Tax Appeals The 2025 Property Tax Exemption Applications will not be available, according to the Cook County Assessor’s Office, until mid-March or early April. Please check back with us after mid-March for an update. Park Forest Cooperatives If you reside in the Park Forest Coops, Cook County will NOT be mailing any renewal applications this year. We will keep in regular contact with your Management Company for updates as to how the 2025 Property Tax Exemptions will be handled for the Coops, as soon as we have them.
