You can also organize a food drive through your school, workplace, church, or organization. Today, it serves thousands of families across the ten municipalities within Rich Township, including all or parts of Country Club Hills, Flossmoor, Hazel Crest, Homewood, Matteson, Olympia Fields, Park Forest, Richton Park, Tinley Park, and University Park. Recognizing the growing need for food assistance, the Township established The Pantry of Rich Township, a nonprofit 501(c)(3) organization, in 2016 to expand the pantry’s capacity and impact. Volunteer Time is a precious gift. Volunteers sharing their time and their talents are integral to the work of the Food Pantry. With a small full-time staff, we rely heavily on volunteers to accomplish our mission. The Pantry would not exist without the help of Community Volunteers. Volunteers repackage food, shelf inventory, pack bags, distribute food, greet, and assist in organizing food drives. General Assistance Leonard Robinson Administration Center 22013 Governors Highway • Richton Park, IL 60471 Tel (708) 228-5042 •Tel (708)-228-3008• GA@richtownship.org General Assistance Monday - Friday: 9am - 4pm Provided Programs Eligibility How to Apply Document Center Additional Resources General Assistance About The General Assistance Program provides a monthly stipend of $475.00 to assist Rich Township residents with their shelter, utilities and food. The applicant must be ages 18-62 years old who are unemployed or disabled and who are not receiving any other form of income or monthly household income is 600.00 or less. The applicant must reside in Rich Township. The utility bills, rent, and mortgage must be in the applicant’s name. General Assistance monthly stipend is provided by the Township to individuals who are not eligible for any other state or federal assistance with very low income or no income households that have exhausted all other means of support. When applying for General Assistance the applicant cannot currently be on SSI, Social Security or TANF. Once approved an applicant must agree to participate in the Township Workfare Program which is volunteer work and community service of 35 hours a month and/or pursue education and employment as directed by the office unless exempt due to a disability or medical issue. The applicant must have documentation to support disability or medical issues. The applicant's utility bills, rent, and mortgage must be in the applicant’s name. When submitting your application please review the Verification Request Form List which lists all documents that are required to be submitted along with your application. All documentation that is required must be no older than 30 days. The Verification Request Form List is listed on the top of this page under document center. Benefits The Rich Township General Assistance Program provides financial assistance in the form of a monthly $475 stipend for utilities, shelter, and food. Stipend payments go directly to the vendors for shelter and utilities. For food requests, a food card will be given to the applicant. Additional Programs Emergency Assistance (EA) Emergency Assistance (EA) provides financial assistance to residents in life-threatening situations who are facing financial difficulty. This program is for individuals who are working and must submit pay stubs for the last 30 days. You can only receive this assistance once a year per household. We pay for lights, gas, water, and rent or mortgage. The Applicant must apply for General Assistance first and be denied before applying for Emergency Assistance. Applicants must provide written proof to verify the nature of the emergency/circumstances that caused the need for financial assistance. If an applicant is financially able to alleviate a life-threatening circumstance, they are ineligible for EA. You may receive Emergency Assistance even though you have applied for and been approved to receive monthly welfare assistance (such as Temporary Assistance to Needy Families (TANF), Aid to the Aged, Blind and Disabled (AABD), Refugee and Repatriate Assistance (RRA) or Supplemental Security Income (SSI) as long as you have not yet begun to receive monthly payments of such assistance. Below is the payment level for the size of your family household 1 person = 1000.00 dollars 2 people in the household = 1200.00 dollars 3 people in the household = 1400.00 dollars 4 people or more in the household = $1600.00 dollars is the maximum amount regardless of if it is more than 4 people in the household. Once approved, all checks are made out to the Vendors All applications for General Assistance and Emergency Assistance take up to 30 days for approval. All Applicants must apply for General Assistance first, and if they are denied, they can apply for Emergency Assistance. General Assistance clients cannot apply for Emergency Assistance. Andrius Hicks General Assi stance Director Eligibility A qualifying applicant must meet the following criteria: Age -The age requirement is 18, with eligibility for the program starting at that age and continuing until 62. Residency - Reside within the boundaries of Rich Township Citizenship - US Citizenship Not Receiving and other Assistance - Not currently receiving Social Security (SSI or SSDI) - Not currently receiving payments from a cash assistance program, such as Aid to the Aged, Blind, or Disabled (AABD,) Temporary Assistance to Needed Families (TANF,) or - Refugee and Repatriate Assistance (RRA) - Residents may receive assistance during a pending application for the above. Income - For General Assistance, an income of less than $600 per month is required. However, applicants for Emergency Assistance must submit 30 days of pay stubs, and there are no income requirements for this category Workfare Participation - For General Assistance, individuals who are able to work must participate in a Community Work Program, register with and follow up with IDES, and actively seek and accept full-time employment. The Township may offer various services to support participation in Workfare. Applicants are required to work 35 hours per month at the township, unless they provide a doctor's note indicating they cannot work and documentation showing they are awaiting SSI. General Assistance applicants will receive a monthly stipend of $475. This requirement does not apply to Emergency Assistance (EA) recipients. Dennis A. White, Esq Highway Commissioner Dennis A. White is an accomplished attorney and business professional. He received his B.S. in mechanical engineering from the University of Illinois in 1988, his J.D. from Northwestern University Law School in 1994, and his M.B.A. from the University of Chicago Business School in 1996. Commissioner White began his legal career in 1994 as a staff attorney in Washington, D.C., then subsequently for General Motors Corporation in Detroit, Michigan, after almost ten years he returned home to Chicago and joined the Chicago office of Holland & Knight, LLP Law Firm as Senior Counsel. Thereafter, Commissioner White accepted a position as the Chief Attorney of a special purpose unit of local government. In Home Support For over 20 years, we've been dedicated to providing professional support to seniors and individuals with disabilities in Rich Township. Our mission is to bridge the gap In-Home services, ensuring that those in need receive the care and assistance they deserve. We offer personalized services that help individuals stay in their homes by assisting with daily tasks, tailored to each person's unique needs. Services are based on a client needs assessment and can be adjusted at any time. Our services include: Light housekeeping (dusting, vacuuming, sweeping, mopping) Bathroom and kitchen cleaning Trash removal Laundry Transportation to local appointments and shopping within Rich Township or nearby areas (up to 3-4 stops per visit) Medical appointments Grocery shopping Hair appointments Light meal preparation or meal reheating Monthly Resource Fairs The Senior Center hosts monthly Resource Chat Sessions, offering helpful information and services for Seniors. Senior Center Weekly Lunch Lunch is served every Wednesday at 12:00 PM at the Senior Center, offering a choice of a box lunch with a sub sandwich, fruit, chips, and a cookie, OR a chef salad. It’s a great opportunity to socialize with fellow seniors in our cozy café area. Before lunch, join us for Bingo at 11:00 AM. Meals are just $5.00 each. We welcome volunteers to help serve lunch, even if it's just once a month. Bingo and lunch are offered weekly during the school district's active session. AARP Meeting AARP meetings are held on the 3rd Monday of each month at the Senior Center.   • Trustee Nicholas P. Bobis | Rich Township

    Established 1850, Rich Township serves 76,727 residents in the South suburban Cook County, Illinois Municipalities of Country Club Hills, Flossmoor, Hazel Crest, Homewood, Matteson, Olympia Fields, Park Forest, Richton Park, Tinley Park and University Park. Nicholas P. Bobis Trustee Nicholas P. Bobis has been serving as a Trustee in Rich Township for the past thirteen years and brings a celebrated past as an educator and community servant. Bobis, a resident of Tinley Park, was a teacher and guidance counselor for 38 years in Thornton Township High School District 205 before retiring. A former longtime resident of South Holland, Bobis was President of South Holland Little League, operating under the slogan “Baseball For Everyone”, and he meant everyone. Bobis opened a Little League Challenger division for handicapped and disabled children, including those in wheelchairs and children who were blind. "I made sure that we provided baseball opportunities for handicapped children from many communities" said Bobis. While serving the students at Thornwood High School, Bobis was an extracurricular Speech and Debate Coach for a total of 43 years even beyond his retirement as with several State Championships and National Tournament finalists. He was also the “Voice of Thornwood" serving as the announcer of football and basketball games for thirty years. In 2008, he received an American Teacher Award as part of the Disney Channel’s “Salute to Educators”. As a Trustee Nicholas Bobis is also the President of the Trustees Division of the Township Officials of Cook County. In his community, Bobis has been on the condo board of the Southern Pines Condominium Association for 18 years and has served as the Treasurer and President, positions he currently holds. He has served as a Parish Council member in the Greek Orthodox Church and is currently a member and volunteer at the St. Spyridon Hellenic Orthodox Church in Palos Heights. Direct (708) 748- 6722 SAl-Amin@richtownship.org Responsibilities of the Township Clerk / FOIA Officer The Township Board consists of five members: the Supervisor as chairman, and four other members, each of whom has one vote. The town board is the legislative branch of township government, which establishes policy for the township to follow. Policies established by the town board are generally carried out by the supervisor and clerk in their capacities as administrators. The town board may not establish policies for either the township assessor or the highway commissioner. The township trustees are responsible for certifying tax levies for the township and road district. In the case of the road district, the amount of the levy is to be determined by highway commissioner. The town board of trustees is also responsible for adopting the annual budget and appropriation ordinance for the town, general assistance, and road and bridge funds. The trustees are also responsible for approving all town expense and auditing bills submitted for payment by the highway commissioner. The trustees have an obligation to approve all legally incurred bills to the extent that there is an appropriation for the expenditure. Conversely, the trustees have an obligation to reject for payment, all bills, including those for the road district that are not legally incurred debts.

Once this exemption is applied, the Assessor’s Office auto-renews it for you each year. This exemption provides savings by reducing the equalized assessed value of an eligible property. Automatic Renewal: Yes, this exemption automatically renews each year. Due Date: The normal filing period opens in the Spring Missing Exemptions: Can be filed for tax years 2024, 2023, 2022, and 2021 Senior Exemption Most senior homeowners are eligible for this exemption if they are 65 years of age or older and own and occupy their property as their principal place of residence. Once this exemption is applied, the Assessor’s Office automatically renews it for you each year. A Senior Exemption provides property tax savings by reducing the equalized assessed value of an eligible property. Automatic Renewal: Yes, this exemption automatically renews each year. Applications will be mailed directly to potentially eligible homeowners. Automatic Renewal: No, this exemption must be filed annually. Due Date: Applications will be mailed to potentially eligible homeowners in the Spring . Home Improvement Exemption Allows homeowners to add improvements to their home that add to its value (for example, by increasing the building’s square footage, or repairing after structural flood damage) without being taxed on up to $75,000 of the added valu e for up to four years. Automatic Renewal: Yes. This exemption lasts up to four years. Application Due Date: No application is required. Our office automatically applies this exemption to eligible properties. *Please Note: Equalized Assessed Value (EAV) is not the amount of your taxes. The EAV is the taxed value of the property. What office should I call? 1st Installment Tax Bill Was Due: March 1, 2025 Taxpayers should note that first installment tax bills will not reflect homeowner, senior citizen, or other exemptions, nor will they reflect the impact of successful assessment appeals. Exemptions and successful appeals will instead appear on second installment bills, along with the effect of changes in the tax levies of local governments and changes to the tax rate and state equalizer. Total tax bills for the year will be calculated at the time the second installment tax bills are issued. The amount due on the second installment will be the total annual tax bill for each property, less the first installment payment. Second installment tax bills are generally mailed out at the end of June with a due date in early August. Applicable exemptions are NEVER reflected on the 1 st Installment Tax Bill, only the 2nd Installment Tax Bill. The 1st Installment Tax is calculated at 55% of the total tax bill for the previous tax year. Property owners who do not have mortgage companies paying their taxes can make tax payments in person, by mail, or online at the Cook County Treasurer's website; www.cookcountytreasurer.com . Those wishing to pay in person can do so at the Cook County Treasurer's downtown office at 118 N. Clark Street and at any Chase Bank in the Chicago area. If money for property taxes is paid into an escrow account with a taxpayer's mortgage company, the financial institution should receive the tax bill electronically, even if the taxpayer also receives a copy of the bill. Taxpayers with property tax escrows held by their mortgage companies should not pay property taxes on their own, as this may result in a double payment of taxes. But taxpayers with mortgage escrows should check the Cook County Treasurer's website to verify that their mortgage companies have paid the taxes. Assessor's Office Updates 2025 Property Tax Appeals The Rich Township Assessor’s Office is open for the 2025 Cook County Board of Review Appeals until February 18th; however, we will only be accepting appointments in our office until Monday, February 16th . You also have the option of filing online with the Cook County Board of Review: www.cookcountyboardofreview.com (If you pre-filed with the Board of Review in our office or at an Outreach Event, there is no need to schedule an appointment.) 2025 Property Tax Appeals The 2025 Property Tax Exemption Applications will not be available, according to the Cook County Assessor’s Office, until mid-March or early April. Please check back with us after mid-March for an update. Park Forest Cooperatives If you reside in the Park Forest Coops, Cook County will NOT be mailing any renewal applications this year. We will keep in regular contact with your Management Company for updates as to how the 2025 Property Tax Exemptions will be handled for the Coops, as soon as we have them.
