Whether it involves property tax assistance, financial aid, safe roadways, or reliable transportation to appointments, our Assessor’s Office, Road District and Highway Commission, General Assistance, and Transportation departments remain dedicated to providing essential resources to our community. Operating with a "people first" mentality, we prioritize the needs of our most at-risk residents. This includes the invaluable support offered by our Food Pantry staff and volunteers, who assist families facing food insecurity. Our Senior Services Department is particularly focused on the unique needs of our growing senior population and residents with disabilities, reinforcing the importance of their experiences and wisdom within our community. With an eye toward the future, we must invest in empowering our youth. Our Youth Empowerment Program equips young people with the resources and support they need to thrive in a rapidly changing world. Donations Monetary We rely on the generosity of individuals, businesses, schools, community organizations, and ongoing efforts of many local churches. No gift is too small to make a difference in the lives of those in need. Financial donations are used to purchase the food and supplies distributed to our clients. Food All food donations are needed and truly welcomed* Organize a Food Drive: at your school, work place, church or other membership organization. Food Donation Checklist: We accept items with current “best by” or “use by” dates All food items must be in original unopened package Drop food off daily from 9:30 AM to 3:30 PM. Year-Round Needs: Non-perishable food items canned, boxed and dry foods Fresh vegetables Fruit juices; canned, plastic or boxed Other healthy, low-fat, low-sodium, low-sugar products Ziplock quart and gallon-sized bags Baby formula & food Disposable diapers (adult and infant) all sizes Personal care products such as: band-aids, body soap, lotion, deodorant, razors, shampoo, toothbrushes, toothpaste, etc. Paper goods Support Rich Township Volunteer The Pantry would not exist without the help of Community Volunteers. Volunteers repackage food, shelf inventory, pack bags, distribute food, greet and assist clients organize food drives. They also help plan fundraisers, walk to help STOP HUNGER, set up and run Free Produce Day, and much more. In 2022 friends & neighbors volunteered over 7,000 hours. We couldn’t do this without your help. Please call Riette at 708-228-5032 to volunteer or for more information. Volunteer Application Who Is Eligible? The Rich Township Food Pantry provides free groceries to individuals and families who reside within Rich Township. To qualify for pantry services, residents must meet the following: Residency Requirement : You must live within the official boundaries of Rich Township. Proof of residency is required at the time of registration and may include a current utility bill, lease agreement, government-issued ID, or any official document that verifies your name and Rich Township address. Income Guidelines: Households must meet the Emergency Food Program Income Eligibility Guidelines , which are based on household size and total income. These guidelines help ensure that assistance is provided to those who need it most. Service Frequency: Eligible households may receive groceries once every thirty (30) days . If you do not reside in Rich Township, you may receive a one-time emergency food package and will be provided with referrals to food pantries that serve your area. Registration To access pantry services, please bring your Greater Chicago Food Depository Pantry Card. If you do not have one, on-site registration is available during your first visit. New Client Pantry Application Pantry Delivery Eligibility Application What We Provide Each eligible household receives 4 or more bags of groceries, which may include: Non-perishable food items Fresh fruits and vegetables Dairy products Frozen meats Personal hygiene and care products All items are distributed based on availability. We also offer specialty items upon request, including: Baby food and infant formula Adult incontinence supplies Delivery Services Home delivery is available for Rich Township residents who are homebound or facing special circumstances. General Assistance Leonard Robinson Administration Center 22013 Governors Highway • Richton Park, IL 60471 Tel (708) 228-5042 •Tel (708)-228-3008• GA@richtownship.org General Assistance Monday - Friday: 9am - 4pm Provided Programs Eligibility How to Apply Document Center Additional Resources General Assistance About The General Assistance Program provides a monthly stipend of $475.00 to assist Rich Township residents with their shelter, utilities and food. The applicant must be ages 18-62 years old who are unemployed or disabled and who are not receiving any other form of income or monthly household income is 600.00 or less. The applicant must reside in Rich Township. The utility bills, rent, and mortgage must be in the applicant’s name. General Assistance monthly stipend is provided by the Township to individuals who are not eligible for any other state or federal assistance with very low income or no income households that have exhausted all other means of support. When applying for General Assistance the applicant cannot currently be on SSI, Social Security or TANF. Once approved an applicant must agree to participate in the Township Workfare Program which is volunteer work and community service of 35 hours a month and/or pursue education and employment as directed by the office unless exempt due to a disability or medical issue. The applicant must have documentation to support disability or medical issues. The applicant's utility bills, rent, and mortgage must be in the applicant’s name. When submitting your application please review the Verification Request Form List which lists all documents that are required to be submitted along with your application. All documentation that is required must be no older than 30 days. The Verification Request Form List is listed on the top of this page under document center. Benefits The Rich Township General Assistance Program provides financial assistance in the form of a monthly $475 stipend for utilities, shelter, and food. Stipend payments go directly to the vendors for shelter and utilities. For food requests, a food card will be given to the applicant. Additional Programs Emergency Assistance (EA) Emergency Assistance (EA) provides financial assistance to residents in life-threatening situations who are facing financial difficulty. This program is for individuals who are working and must submit pay stubs for the last 30 days. You can only receive this assistance once a year per household. We pay for lights, gas, water, and rent or mortgage. The Applicant must apply for General Assistance first and be denied before applying for Emergency Assistance. Applicants must provide written proof to verify the nature of the emergency/circumstances that caused the need for financial assistance. If an applicant is financially able to alleviate a life-threatening circumstance, they are ineligible for EA. You may receive Emergency Assistance even though you have applied for and been approved to receive monthly welfare assistance (such as Temporary Assistance to Needy Families (TANF), Aid to the Aged, Blind and Disabled (AABD), Refugee and Repatriate Assistance (RRA) or Supplemental Security Income (SSI) as long as you have not yet begun to receive monthly payments of such assistance. Below is the payment level for the size of your family household 1 person = 1000.00 dollars 2 people in the household = 1200.00 dollars 3 people in the household = 1400.00 dollars 4 people or more in the household = $1600.00 dollars is the maximum amount regardless of if it is more than 4 people in the household. Once approved, all checks are made out to the Vendors All applications for General Assistance and Emergency Assistance take up to 30 days for approval. All Applicants must apply for General Assistance first, and if they are denied, they can apply for Emergency Assistance. General Assistance clients cannot apply for Emergency Assistance. Andrius Hicks General Assi stance Director Eligibility A qualifying applicant must meet the following criteria: Age -The age requirement is 18, with eligibility for the program starting at that age and continuing until 62. Residency - Reside within the boundaries of Rich Township Citizenship - US Citizenship Not Receiving and other Assistance - Not currently receiving Social Security (SSI or SSDI) - Not currently receiving payments from a cash assistance program, such as Aid to the Aged, Blind, or Disabled (AABD,) Temporary Assistance to Needed Families (TANF,) or - Refugee and Repatriate Assistance (RRA) - Residents may receive assistance during a pending application for the above. Income - For General Assistance, an income of less than $600 per month is required. However, applicants for Emergency Assistance must submit 30 days of pay stubs, and there are no income requirements for this category Workfare Participation - For General Assistance, individuals who are able to work must participate in a Community Work Program, register with and follow up with IDES, and actively seek and accept full-time employment. The Township may offer various services to support participation in Workfare. Applicants are required to work 35 hours per month at the township, unless they provide a doctor's note indicating they cannot work and documentation showing they are awaiting SSI. General Assistance applicants will receive a monthly stipend of $475. This requirement does not apply to Emergency Assistance (EA) recipients. Today, it serves thousands of families across the ten municipalities within Rich Township, including all or parts of Country Club Hills, Flossmoor, Hazel Crest, Homewood, Matteson, Olympia Fields, Park Forest, Richton Park, Tinley Park, and University Park. Recognizing the growing need for food assistance, the Township established The Pantry of Rich Township, a nonprofit 501(c)(3) organization, in 2016 to expand the pantry’s capacity and impact. Volunteer Time is a precious gift. Volunteers sharing their time and their talents are integral to the work of the Food Pantry. With a small full-time staff, we rely heavily on volunteers to accomplish our mission. The Pantry would not exist without the help of Community Volunteers. While the viability of the continued role of township government has been questioned recently, those who work with townships and receive services from them have no doubt about their importance. Townships perform three mandatory functions: administering a general assistance program to qualifying residents, maintaining township road district highways and bridges, and appraising property values in all counties other than Cook County. Townships also are given a variety of statutory responsibilities which are somewhat lesser known, but equally important. For example, they may, among other services, provide senior services, conduct youth programs, appoint fire district trustees, and maintain cemeteries; additionally, township trustees serve as the township’s official “fence viewers.” Townships have been given various powers which they may exercise depending upon the needs of their constituents and the activism of their officials. Each township has the corporate capacity to exercise the powers expressly granted to it, pr those necessary implied from these express grants, and no others. 60 ILCS 1/85-10. See also Grassini v. DuPage Tp., 279 Ill. App. 3d 614, 665 N.E.2d 860 (3d Dist. 1996) (holding that a township may exercise only those powers conferred upon it by statute). This limitation is called the “Dillon’s Rule” and affects all Illinois governments except home rule municipalities and counties. Like other non-home rule units, townships have no inherent powers, but only those granted to them by the constitution or authorized by statute. Diversified Computer Services, Inc. v. Town of York, 104 Ill. App. 3d 852, 433 N.E.2d 726 (2d Dist. 1982). Prior to engaging in any act, therefore, a township must make sure that it possesses the authority to engage in such an act. Townships are conferred their powers through the Illinois Township Code (60 ILCS 1/1 et. seq.), the 1970 Illinois Constitution and through various other statutory and common laws. Special statutory sections govern the powers and the functions of township officers. Townships exercise their various powers through either the corporate authorities of the township (the electors) or the township board. Township Powers A township may sue and be sued. A township may purchase any real estate or personal property for public purposes by the use of installment contracts providing for payment over a period of not more than 20 years for real estate and not more than 10 years for personal property. A township may construct a town hall under an installment contract providing for payment over a period of not more than 20 years. A township may make all contracts necessary in the exercise of township powers. A township may expend or contract for the expenditure of any federal funds it is given for any purpose for which a township can expend tax revenues. A township may acquire land or any interest in land located within its township limits. It may acquire the land or interest by gift, purchase, or otherwise, but not by condemnation, except in special instances when townships are expressly given the power of condemnation, such as to acquire parks, open space, or cemeteries. A township may also acquire (by purchase, gift or legacy) and hold personal property, and may sell and convey that property. A township may improve land for industrial or commercial purposes and may donate and convey improved land or interest in land to the Illinois Finance Authority. A township may receive funds under the federal Housing and Community Development Act of 1974 and may expend or contract for the expenditure of those funds and other township funds for certain specified activities. A township may establish reasonable fees for recreation and instructional programs sponsored by the township. A township may borrow money (i) from any bank or financial institution if the money is to be repaid within 10 years from the time it is borrowed, or (ii) with the approval of the highway commissioner, from a township road district fund, if the money is to be repaid within one year from the time it is borrowed. A township may administer a recycling program and adopt rules for recycling programs in unincorporated areas.

Steven R. Burris Trustee Steven R. Burris was born into a family where he learned the value of civic responsibility from his uncle, Former U.S. Senator Roland Burris. He attended Eastern Illinois University and received a B.S. in Finance and earned a MBA degree from Lewis University, majoring in Finance. He is also certified to sit for the CPA exam. He has lived in Country Club Hills for over 30 years and Steven's experience and commitment to public service began as a staff member for his uncle where he served for many years. The town board is the legislative branch of township government, which establishes policy for the township to follow. Policies established by the town board are generally carried out by the supervisor and clerk in their capacities as administrators. The town board may not establish policies for either the township assessor or the highway commissioner. The township trustees are responsible for certifying tax levies for the township and road district. In the case of the road district, the amount of the levy is to be determined by highway commissioner. The town board of trustees is also responsible for adopting the annual budget and appropriation ordinance for the town, general assistance, and road and bridge funds. The trustees are also responsible for approving all town expense and auditing bills submitted for payment by the highway commissioner. The trustees have an obligation to approve all legally incurred bills to the extent that there is an appropriation for the expenditure. Conversely, the trustees have an obligation to reject for payment, all bills, including those for the road district that are not legally incurred debts.
