that their main concern was the septic system designed for a single family residence being used by up to thirteen people. He also updated the Board on the Crawford Countryside Sanitary District.

REPORTS OF OFFICERS
Supervisor: Supervisor Riley attended a South Suburban Mayors and Managers Association (SSMMA) meeting, several fetal alcohol syndrome meetings and hearings, Arcadia School’s Blue Ribbon Awards Ceremony, Township Officials of Illinois (TOI) Conference in Springfield, meeting regarding lack of a Level One trauma center, Thornton Township’s Thanksgiving Dinner, Country Club Hills fire station dedication, Howe Mental Health Center closure hearing, Governors State University’s Veteran’s Entrepreneurial Boot Camp, South Suburban “Smart Women, Smart Money” Conference, 35th anniversary of Sadie Waterford Manor, Human Services Summit, and Illinois Farm Bureau Annual Conference.
Supervisor Riley spoke at a University Park Town Hall Meeting, Richton Park’s Veteran’s Day Ceremony, Hazel Crest American Legion Post 398 dedication ceremony, 8th Annual Title One (1) No Child Left Behind Parental Conference, and the Southland Health Care Forum. He was Principal of the Day at Illinois School and Co-Principal of the Day at Hillcrest High School. Supervisor Riley was a panelist at the Fall Conference of the Illinois Association of County Board Members, and a “star dancer” in the “Dancing with the Stars” fundraiser for South Suburban PADS (in which he was also the winner!). He also received a Legislative Service Award at the Grand Prairie Services annual business meeting and President’s Award from the Illinois Trial Lawyers Association.
Clerk: Deputy Clerk Debbie Pascarella noted that the last day to register to vote for the February 2nd Primary Election is January 5th, and that early voting begins January 11th.
Assessor: Assessor Carol Ranieri reported that re-assessments are conducted every 3 years, and that this was the first time that there have been two re-assessment notices back to back, adding that this was a direct result of the downturn in the market. She added that the mailing of the tax bills, and the 2nd re-assessment notices at the same time caused confusion for many taxpayers.
Assessor Ranieri noted that her office has handled 167 complaints for the 2009 assessments, and filed 97 Certificates of Error.
Assessor Ranieri attended the TOI Conference in Springfield. She added that the township received an award for their continuing education hours for 2009.
Highway Commissioner: Highway Commissioner Calvin Jordan attended the Country Club Hills fire station dedication, TOI Conference in Springfield, Urban League Conference, and Township Officials of Cook County (TOCC) Highway Division dinner meeting. He noted that the annual Holiday Lights Tour and Dinner for seniors would be on December 11th.
Ordinance 09-16 Establishing Responsible Bidder Requirements: Commissioner Jordan reported that this ordinance has been approved by the Road District.
Trustee Caesar-Smith: Attended the TOI Conference in Springfield, and Country Club Hills United Homeowners Association holiday party. She noted that she has been very busy with planning Governors State University’s 40th anniversary events.
She congratulated the board and the staff on receiving the “Best Township of the Year” award at the TOI Conference.
Trustee Goodrich: Attended the TOI Conference in Springfield and Illinois Philharmonic Orchestra’s opening night. She added that she was very proud of the township being awarded the “Best Township of the Year”.
Trustee Johnson: No report
Trustee Bobis: Attended the TOI Conference in Springfield, Illinois Theatre Center Banquet, Township Officials of Cook County (TOCC) Fall Conference, and the Holiday Party at the Senior Center.
Attorney: Attorney Paul Stephanides noted that he was looking forward to serving dinner at the Senior Holiday Lights Tour and Dinner.

Resolution 09-8 Authorizing the Imposition of a Loss and Cost Factor with Respect to the 2009 Ad Valorem Property Tax Levy: Upon a motion made by Trustee Goodrich, seconded by Trustee Bobis, and unanimously passed by roll call vote, the Board of Trustees approved Resolution 09-8.

Ordinance 09-15 Approval of Change of Name of Emergency Services Disaster Agency: Upon a motion made by Trustee Bobis, seconded by Trustee Caesar-Smith, and unanimously passed by roll call vote, the Board of Trustees approved Ordinance 09-15, changing the name of ESDA to the Rich Township Department of Homeland Security and Emergency Management.
Semi-Annual Review of Executive Session Minutes: Attorney Paul Stephanides noted that the executive session minutes of January 6, 2003, November 3, 2003 (second session), July 6, 2004 and September 7, 2004 contain employee issues and the need for confidentiality still exists. Upon a motion made by Trustee Goodrich, seconded by Trustee Caesar-Smith, and unanimously passed by voice vote, the Board agreed for this reason not to release any executive session minutes at this time, and will review them again in six months.
