OFFICIAL PROCEEDINGS OF THE RICH TOWNSHIP BOARD OF TRUSTEES

October 5, 2009

Call to Order: Clerk King called the meeting to order at 6:23 p.m. and led the Pledge of Allegiance.

Roll Call: Present: Trustees Karen Caesar-Smith, Therese Goodrich

Officials Present: Supervisor Al Riley; Clerk Bobbie King; Highway Commissioner Calvin Jordan

Others Present: Carney Barr, Finance Manager; Paul Stephanides, Attorney; Debbie Pascarella, Deputy Clerk; Jayde Winters, Assistant to the Highway Commissioner; Nick Bobis, Tinley Park; Ellis Flaws, Unincorporated Matteson; Marta Perales, Park Forest; Katie Armstrong, Park Forest; Horace Smith, Olympia Fields

Town Fund, General Assistance Fund, Road District Fund, Donation Fund and Senior Companion Fund: Upon a motion made by Trustee Goodrich, seconded by Trustee Caesar-Smith and unanimously passed by roll call vote, the Board approved Town Fund checks #16,926—17,043 in the amount of $165,488.17; General Assistance Fund checks #9,762—9,876 in the amount of $34,392.35; Road District Fund checks #3,772—3,793 in the amount of $12,978.70; Donations Fund checks #1,294—1,296 in the amount $5,447.31; and Senior Companion Fund checks #4,698—4,764 in the amount of $27,505.59 for the period of 09/09/09 thru 09/30/09.

Approval Of Minutes: Upon a motion made by Trustee Caesar-Smith, seconded by Trustee Goodrich, and unanimously passed by voice vote, the Board approved the minutes of the September 14, 2009 Board of Trustees meeting.

PUBLIC PETITIONS

Ellis Flaws of unincorporated Matteson inquired as to township phone numbers available to residents in emergency situations on the weekend. It was stated that he could be provided with phone numbers of agencies for those emergencies. He also updated the Board on the Crawford Countryside Sanitary District.

Katie Armstrong of Park Forest commented that the township’s transportation department provides wonderful service, and suggested that buses meet every Metra train as an added service to the public and to reduce emissions that are causing global warming.

REPORTS OF OFFICERS

Supervisor: Supervisor Al Riley attended a Jewish United Fund meeting, Metropolitan Firefighters Association Luncheon, Biotechnology Solutions business meeting, Park Forest Art Fair, Woodgate Homeowners Association meeting, Cook County Judicial and Legislative evening, Legislative Black Caucus forum, Illinois Association of School Administrators meeting, Metropolitan Planning Council meeting, an educational summit, Coca Cola Production Facility open house, a census meeting and Chicago Area Minority Recruiter event. Supervisor Riley hosted a forum on Fetal Alcohol Syndrome, co-chaired the Walk for Lupus, spoke at the Illinois CPA Association dinner and served at the Taste of Matteson event.

Clerk: Clerk Bobbie King noted the upcoming Food Pantry Fashion Show on

October 25th.

Clerk King attended a LaRabida Jolie Burrell Children Advocacy Center meeting and Diversity, Inc. dinner.

Assessor: Absent

Highway Commissioner: Highway Commissioner Calvin Jordan reported that his annual fall clean up day for the unincorporated areas is October 9th, and invited everyone to join. He also noted that the installation of culverts has been completed by his staff, and that it saved the township money.

Highway Commissioner Jordan attended a University of Illinois conference on conservation, TOCC Clerk’s dinner meeting, Minority Business Expo, and St. James’ Annual Gala.

Trustee Caesar-Smith: No report

Trustee Goodrich: Attended the Minority Business Expo, Taste of St. Iranaeus, Ingalls Hospital Fashion Show Luncheon, Diversity Inc. dinner and the Kiwanis Pancake Day where she assisted with the set-up.

Trustee Goodrich invited all to attend Park Forest’s Silent Parade in honor of those fireman that have died, and a Regional Planning & Goal Setting lecture.

Trustee Johnson: Absent

Trustee Bobis: Noted that he was looking forward to working with the Board, staff and residents of Rich Township.

Attorney: Attorney Paul Stepanides commented that he enjoyed being the guest speaker at the TOCC Clerk’s division meeting that Clerk King hosted.

NEW BUSINESS

Motion to Appoint New Township Trustee: Supervisor Riley announced that he was extremely pleased to recommend Mr. Nick Bobis of Tinley Park to be appointed as Township Trustee. Upon a motion made by Trustee Goodrich, seconded by Trustee Caesar-Smith, and unanimously passed by roll call vote, the Board appointed Nick Bobis as Township Trustee.

Administration of Oath of Office of Township Trustee: Supervisor Al Riley administered the oath of office to newly appointed Trustee Nick Bobis. The Board welcomed Trustee Bobis.

ADJOURNMENT: Upon a motion made by Trustee Goodrich, seconded by

Trustee Bobis, and unanimously approved by voice vote, the Board Meeting adjourned at 7:15 p.m.
