Call to Order: Clerk King called the meeting to order at 6:07 p.m. and led the Pledge of Allegiance.

Roll Call: Present: Trustees Karen Caesar-Smith, Therese Goodrich, Elliott Johnson (a quorum)

Officials Present: Clerk Bobbie King; Assessor Carol Ranieri; Highway Commissioner Calvin Jordan

Others Present: Tim Bradford, Township Administrator; Carney Barr, Finance Manager; Susan Glover, Attorney; Debbie Pascarella, Deputy Clerk; Jayde Winters, Assistant to the Highway Commissioner; Prince Olawale Abu Baker, Richton Park; John Izzo, Flossmoor; Nick Bobis, Tinley Park; Deborah Schmitz, Unincorporated Homewood; Yvette Woods, Olympia Fields

Appointment of Chairman Pro-Temp: Upon a motion made by Trustee Johnson, seconded by Trustee Caesar-Smith, and unanimously passed by roll call vote, the Board appointed Trustee Therese Goodrich as Chairman Pro-Temp due to the absence of Supervisor Riley.

Town Fund, General Assistance Fund, Road District Fund, Donation Fund and Senior Companion Fund: Upon a motion made by Trustee Caesar-Smith, seconded by Trustee Johnson and unanimously passed by roll call vote, the Board approved Town Fund checks #16,700—16,925 in the amount of $222,082.18; General Assistance Fund checks #9,577—9,761 in the amount of $47,445.71; Road District Fund checks #3,723—3,771 in the amount of $38,334.57 and Donations Fund checks #1,288—1,293 in the amount $1,073.41; Senior Companion Fund checks #4,611—4,697 in the amount of $29,809.63 for the period of 07/30/09 thru 09/08/09.

Approval Of Minutes: Upon a motion made by Trustee Caesar-Smith, seconded by Trustee Johnson, and unanimously passed by voice vote, the Board approved the minutes of the August 3, 2009 Board of Trustees meeting.

PUBLIC PETITIONS

Deborah Schmitz of Unincorporated Homewood commented on flooding issues, and complained about how her phone call was handled by the Road District Office.

Yvette Woods of Olympia Fields thanked the Board for the wonderful teen camp, and added that she would like to see bus service supplied for the 2010 camp.

Prince Olawale Abu Baker, John Izzo and Nick Bobis introduced themselves, shared their background and stated why they were interested in the trustee position.

REPORTS OF OFFICERS

Supervisor: Absent

Clerk: Clerk Bobbie King thanked the Board for attending the TOCC Clerk’s Division Dinner meeting she hosted recently. She also thanked Attorney Paul Stephanides for his informative presentation on Freedom of Information requests.

Clerk King reported that Cook County Election Department has informed her that the number of Rich Township precincts would be reduced to 62, as several smaller precincts have been combined and increased participation in early voting.

Clerk King attended the New Concepts Tutoring and Mentoring golf outing and dinner. She noted the upcoming Food Pantry Fashion Show on October 25th.

Assessor: Assessor Carol Ranieri reported that there still is no due date for the 2008 second installment tax bills. She added that the tax rates have not yet been set.

Assessor Ranieri noted that the total reductions for the 2008 complaint period was approximately 218 million assessed dollars from the Cook County Assessor’s office, and 113 million assessed dollars from the Cook County Board of Review. She also stated that the tentative equalizer for the second installment of the 2008 tax bill is 2.9786.

Assessor Ranieri attended the TOCC Clerk’s dinner meeting.

Highway Commissioner: Highway Commissioner Calvin Jordan reported on installation of culverts, adding that some have not been replaced for 25-30 years.

Highway Commissioner Jordan attended the TOCC Clerk’s dinner meeting, Minority Business Expo Kick-off Reception, Olympia Fields’ Jazz Evening, Flossmoor Fest, and

Pembrook’s “Party with a Purpose” event.

Collector: Absent

Trustee Caesar-Smith: Attended the New Concepts dinner and the TOCC Clerk’s dinner meeting.

Trustee Goodrich: Attended the TOCC Clerk’s dinner meeting, Park Forest League of Women Voter’s meeting, Minority Business Expo Kick-off Reception, and the Park Forest Art Fair. Trustee Goodrich thanked the Township for their support of the Park Forest Art Fair.

Trustee Johnson: Attended the New Concepts golf outing and dinner, Minority Business Expo Kick-off Reception, TOCC Clerk’s dinner meeting, TOCC Trustee’s Division meeting, and the National Association of Towns and Townships (NATaT) Conference in Washington D.C.

Trustee Hoffman: Absent

Attorney: No report

OLD BUSINESS

NONE

NEW BUSINESS

Motion to Accept 2009 Audit: Finance Manager Carney Barr reported that the 2009 audit was completed with no adverse findings. He added that with Board approval, the audit would be filed with the Illinois Comptroller’s Office and Cook County Office. Upon a motion made by Trustee Johnson, seconded by Trustee Caesar-Smith, and unanimously passed by roll call vote, the Board accepted the audit and approved it to be filed.

Resolution 09-5 / Establishing Importance of Encouragement of Rich Township Residents to Participate in the 2010 Census: Upon a motion made by Trustee Caesar-Smith, seconded by Trustee Johnson, and unanimously passed by roll call vote, the Board approved Resolution 09-5.

Motion to Accept Resignation of Trustee Manny Hoffman: Upon a motion made by Trustee Johnson, seconded by Trustee Caesar-Smith, and unanimously passed by roll call vote, the Board accepted the resignation of Manny Hoffman as Rich Township Trustee.

Motion to Accept Resignation of Collector Carol Marshall: Upon a motion made by Trustee Johnson, seconded by Trustee Caesar-Smith, and unanimously passed by roll call vote, the Board accepted the resignation of Carol Marshall as Rich Township Collector.

ADJOURNMENT: Upon a motion made by Trustee Caesar-Smith, seconded by

Trustee Johnson, and unanimously approved by voice vote, the Board Meeting adjourned at 7:05 p.m.
